Description of CF CCI’s approach in conducting evaluation of organizational development 

The proposed approach in developing organizational capacity of CSOs is based on 19-years experience of CF CCi in this area.

The term “developing possibilities” CF CCI understands as “a process in which the individual, groups, organizations, institutions and societies develop their capabilities, to perform functions, solve problems and achieve goals; understand and implement their development needs in a wider context and on a permanent basis” (UNDP 1997). CF CCI consider process of organizational development , in which CSOs are open system and a part of external environment, which influence on organization through social values, political and economic contexts

To determine level of organizational capacity CF CCI use IDF tool developed by MSI and adapted by CF “Creative Center CCC” for Ukrainian realities.

The IDF tool determine level of organizational development in 5 key competences of organization:

-       vision/mission;

-       management;

-       human resources;

-       financial resources;

-       external resources.

Also level of development organization and its key competences connected and viewed through the prism of the stages of development that takes place every organization, these are :

- Foundation;

- Formation;

- Development / consolidation;

- Sustainability.

The result of the evaluation gives CSO a possibility to develop its own plan of organizational development, detail and clearly defined strategy, that shows all organization aspects that are needed to be developed.

Evaluation of organizational development level

Evaluation of organizational development level may consists of a basic and summary evaluation.

Basic evaluation of organizational development CSOs :

  1. Introduction general approach in evaluation conducting and tools for heads of CSO ( during the introductory workshop)
  2. Defining circle of involved in evaluation process (it may be only head(s), or members of the Management Committee, members of the organization and staff – more participants involved – more objective evaluation);
  3. Defining process of conducting evaluation ( it may be individual evaluation of each involved in such process with next generalization or collective discussion of all activity components and adopting of consolidated decision);
  4. Conducting evaluation of all 5 key competences and its aspects in 4 points scale and preparing report;
  5. Discussing the report with head(s) of the organization and all participants of organizational development (with clear definition – marks);
  6. Developing of organizational development plan with clear definitions of tasks and activities, timelines, responsible persons, expected results and indicators;
  7. Defining of terms of conducting next evaluation of organizational development level;

Summary evaluation of organizational development CSOs :

  1. Defining circle of involved in evaluation process
  2. Defining process of conducting evaluation ( it may be individual evaluation of each involved in such process with next generalization or collective discussion of all activity components and adopting of consolidated decision);
  3. Conducting evaluation of all 5 key competences and its aspects in 4 points scale and preparing report;
  4. Discussing the report with head(s) of the organization and all participants of organizational development (with clear definition – marks);
  5. Revision of  organizational development plan based on the definition of progress in achievement since the baseline assessment and identify new needs.

The IDF tool may be used for conducting as basic, so all others evaluations of organizational development, as by involving external expert, so by own resources. During conducting basic evaluation, its staff will be trained to use the IDF tool. Correct using of IDF tool will help organization to identify factors of success, its strengths and weaknesses; easily and clearly see the stage of development of the organization and its key competences; involve for participating members, staff and all interested and through common conducting evaluation unite the team and strengthen the team spirit, find a progress or regress of certain characteristics; use effectively material and financial resources; assistant in education; improve management, operational and strategic organization activity. The tool may serve as  motivating factor, that shows way to develop; to improve a coordination inside the organization. Also important factor is, that process of evaluation  assists in strengthening organization, gives an opportunity to get an sustainable organization development.
